The biggest cities own their public golf. Sioux Falls has three courses and 59 holes, and Rapid City owns the Executive nine and sets Meadowbrook's fees through the City Council. The SDGA runs 30 state events, handicaps and course ratings, and the Junior Tour for ages 8 to 18.
